In attendance: E. Thomas Scarborough, Jr., Vice Chairman;

Engineer; Richard John, Director of Operations; Paul Garr, Road

Mr. John reviewed with the Board the goals
for road maintenance which were established a few year ago,
which are attached for easy reference for the minutes.
Mr. John indicated that the road tour today
would encompass looking at Doe Run Road, Keeley Ave., Ferry Road
at several locations, Sandy Ridge Road and Delaware Valley
College.
Doe Run Road (Almshouse to Cul de Sac)
Mr. John indicated that the work here would
be to mill, level and overlay the road. It is a cul de sac road
off of Almshouse Road. It’s been mostly oil and chipped. It
hasn’t been touched up for a few years. Therefore it needs to be
addressed.
Keeley Avenue (Covered Bridge to Ferry
Road)
Mr. John indicated that the work here would
involve drainage, curbing, widening, mill, level, overlay and
striping. He indicated that we are working with New Britain
Township on this. We are waiting on the highway occupancy
permits to make the improvements along the roadway along with
some drainage at the intersection as well. Also adding a bike
lane and curbing. Estimating the cost of the project to be
$350,000 - $450,000. Obviously, it is a big project but one that
has been put off for some time. We are receiving approximately
$80,000 from New Britain Township.
Also, we added a curb cut at the Ridings
for the grass cutters to access the open space so they would
stop going through the neighbors drive.
As we were driving from place to place, Mr.
John pointed out that the Township had done pruning this past
winter on various township roads for safety purposes and to keep
the sun off the roads when work is being done.
Ferry Road (Keeley Ave. to Hagan Court)
After having a meeting with Sen. McIlhinney
who indicated if we apply for a DCED grant for $50,000 he’d work
with PennDOT to assist us in addressing some of the icing
conditions and drainage problems along the roadway.
Mr. John indicated that he feels that he
could break this down over a number of years and stretch the
$50,000 to accomplish a number of things such as tree removal,
defining the swales, piping & inlets. From Hagan Court to Layle
Lane tree removal, again defining the swales and inlets. The
same from Old Limekiln Road to Pine Run Road and Limekiln Road
to Pine Run Road were recommended to address the icing
conditions and drainage problems along Ferry Road.
We also looked at Ferry Road along to the
top near the Ludwig property down Limekiln and the washouts that
are experienced and hope that over time some of this will be
eliminated by making the drainage improvements.
We also looked at Old Dublin Pike and the
improvements proposed by the Bike/Hike Committee and the
Doylestown Borough and the work that they are doing.
Sandy Ridge Road (Old Dublin Pike to
Limekiln Road)
We are hoping to do some drainage, mill,
level overlay and striping if time permits.
Delaware Valley College – Bike & Hike
Project (Rt. 202 to Lower State Road) & Composting
We looked at the proposed bike and hike
project with the bridge replacement and path construction and
improvements and timing for that for Labor Day of this year. We
discussed the Letter of Intent which is required as part of the
project once the bid is awarded in the beginning of June by
PennDOT. The Township will have the opportunity to concur as
well.
We also looked at the recycling yard waste
program that would be available one day a month from September
to December this year for our residents to dump yard waste and
being recycled at Del Val. The hope is that in the future the
haulers will be able to assist residents in this area.
