The revised Septage
Management Ordinance affects over 2,500 properties in Doylestown
Township that currently have on-lot sewage disposal systems.
On-lot systems are defined
in the ordinance as "any system for disposal of sanitary sewage
involving pretreatment and subsequent disposal for the clarified
sewage into the soil for final treatment and disposal; including
both individual sanitary sewage systems and community sanitary
sewage systems.
The ordinance requires all
property owners with on-lot disposal systems to have their
systems pumped and inspected by a Doylestown Township approved
pumper/hauler/installer/designer (pumper/hauler) once every
three years.
A list of
approved pumper/haulers will be kept on file at the township
with a copy being sent to the homeowner.
The pumper/hauler will be
required to submit a pumper's report to the township. The
information from this report will then be entered into a
database.
The role of the township
will be limited, to the extent that the township will rely on
the pumper/hauler to provide accurate information from the
reports they generate.
Copies of the pumper/hauler
reports will be forwarded to the Bucks County Health Department
(BCHD). BCHD will continue to determine whether or not a system
is functioning or malfunctioning. In addition, the BCHD will
determine the extent of any problem and recommend a solution.
The ordinance also requires
all properties with on-lot disposal systems and wells used for
human consumption to have their water tested (for bacteria
E-coli) once every three years. This three-year cycle will
correspond with your pumping cycle. Please be advised that the
Bucks County Health Department performs these well water
tests for $15, or you may use a
private water testing company.
The homeowner shall provide a copy of the water test results to
the township in accordance with the ordinance.
Once in your
specific pumping cycle, you will remain in that cycle
indefinitely or as long as you have an on-lot disposal system.
The cycle of pumping shall
be as follows:

Cycle I (2007): Pebble Ridge (Bounded by
Bristol and Upper State Roads, to Turk and Almshouse Roads)
·
Cycle II (2008): Pebble Hill I, II, III/Wilkshire
(Bounded by Rt. 611 to Rt. 313 and Rt. 202)
·
Cycle III (2009): Tedwill and Pine Valley
(Bounded by Rt. 313 and the 611 Bypass, Ferry Road and Iron Hill
Road and the New Britain Borough line).
Pumping must occur from the
manhole. Pumping cannot occur from the inspection port.
