DOYLESTOWN TOWNSHIP

ROAD INSPECTION

October 6, 2009

4:00 PM

 In attendance:  Barbara N. Lyons, Chairman; E. Thomas Scarborough, Jr., Vice Chairman;  Mario Canales, Township Engineer; Richard John, Director of Operations; Paul Garr, Road Superintendent; Stephanie J. Mason, Township Manager. Absent: Barbara Eisenhardt, Cynthia Philo, Jeffrey Bennett.

Mr. John provided the Board with a notebook of material showing the Goals for Road Maintenance and Road Tour Agenda.

 

CENTRAL PARK – 202 PARKWAY SITE

 

We started in Central Park to look at the proposed Rt. 202 Parkway site and the scope of work that J.D. Morrissey will be undertaking.

 

Mr. John indicated that over 40,000 yds of fill from the site would need to be removed in order to accommodate the Parkway. That would be approximately 300 dump truck loads. Mr. Morrissey has proposed to Mr. John that the Township accept the fill from the site. Since it is all indigenous soil, Mr. John believes this would be an ideal situation for the Township. It would allow the area to be to flatten out the site and remove the large contour that exists. It would provide almost 30 acres of a flat plateau that would enable Delaware Valley College to continue farming and also provide area for future recreational fields, should the Township ever develop that portion of Central Park.

 

Also indicated that the original plan for Central Park included a bike path around its perimeter. This could be accomplished during the constructions process and utilize part of the Emergency Access Road being provided. In addition to New Britain and Wells Road being paved.

 

The Board members present felt there was certainly an opportunity to explore further on the part of the Township.

 

It was suggested that the college be contacted and review the impact this would have on their crops.

 

ASH, HICKORY, MAPLE LEAF LANE, TWIN OAKS ROAD : 2010

 

The road tour continued with the review of Ash, Hickory, Maple Leaf Lane and Twin Oaks Road.

 

The scope of work here would be to repair the storm system, provide milling leveling and overlay

 

 

 

CHARTER CIRCLE AND SETTLERS DRIVE

 

We then proceed to Charter Circle and Settlers Drive. Work here would require milling and overlay.

 

CHESTNUT VALLEY DRIVE

 

Will also requires drainage, curb, mill and overlay.

 

SANDY RIDGE : 2009 (Limekiln to Old Dublin Pike)

 

Scope of work included drainage, mill, level, overlay and striping. Those present thought the road looked good.

 

Mr. John provided some ranges of pricing for re-doing some of the roads from $130,000 to $200,000 depending on what money will be available in the 2010 budget. This will determine which roads the Township is actually able to improve.

 

He also touched on some of the areas with rolled curbing and how it’s sinking and ways to address that through the improvement process. He showed the Board that PennDOT had paved over the rolled curbing on Old Dublin Pike in the spring of 2009 certainly one way to preserve the curbing.

 

Being no further business, the road inspection concluded at 5:05 PM.
