The Regular Meeting of the Doylestown Township
Board of Supervisors was held at 7:00 p.m. on Tuesday, December
2, 2008 at the Doylestown Township Municipal Building, 425 Wells
Road, Doylestown, PA. Members of the Board of Supervisors is
attendance included Barbara N. Lyons, Chairman; E. Thomas
Scarborough, Jr., Vice Chairman; Jeffrey Bennett; Cynthia Philo
and Barbara Eisenhardt. Others in attendance included Jeffrey
Garton, Township Solicitor; Stephen White Chief of Police; Mario
Canales, Township Engineer and Stephanie Mason, Township
Manager.
PLEDGE OF ALLEGIANCE
Ms. Lyons announced that the Board held an
Executive Session regarding a personnel matter at 6:30 p.m. this
evening.
PRESENTATIONS:
J. Friel Retirement Plaque:
Ms. Lyons announced that John Friel is retiring
as Assistant Code Enforcement Officer and Assistant Fire
Marshal. She read the resolution into the record (See attached).
Mr. Friel was presented with a plaque by Ms. Lyons on behalf of
the Board of Supervisors in recognition of his 14 year of
service to Doylestown Township.
Promotion to Corporal of Police:
Chief White recommended that the Board of
Supervisors promote Police Officer Christopher S. Power to
Corporal of Police as he completed the written test and oral
board and is the next eligible candidate.
Mr. Scarborough made a MOTION, seconded by Ms.
Eisenhardt to promote Police Officer Christopher S. Power to
Corporal of Police.
MOTION was ADOPTED 5-0.
Corporal Christopher S. Power took the oath of
office and was sworn in by District Judge Philip Daly.
VISITOR COMMENTS:
Joe Paternostro commented that there were
articles in the newspaper recently that Pennsylvania passed a
Bill for $650 million dollars to help people put through solar
power, geothermal and wind powers. Lockheed is building a
research plant for solar power in Morristown, New Jersey. He
asked the Board to be proactive in assisting residents with wind
energy.
ANNOUNCEMENTS:
Ms. Lyons announced that the next meeting of the
Board of Supervisors is scheduled for Tuesday, December 16, 2008
and the Planning Commission Meeting will be held on Tuesday,
December 9, 2008 at 7:00 p.m. The meeting will be held at Lenape
Middle School regarding Temple Judea.
MINUTES APPROVAL:
Mr. Scarborough made a MOTION, seconded by Ms.
Eisenhardt to approve the minutes of the November 18, 2008 Board
of Supervisors Meeting.
MOTION was ADOPTED 5-0.
CORRESPONENCE:
Bike and Hike Grant:
Ms. Mason announced that the Township has
received a Community Trail Connector Feasibility Study grant
from DCNR in the amount of $17,500.
REPORTS:
Solicitor: No report.
Police Chief: No
report.
Township Engineer: No
report.
Township Manager:
Ms. Mason noted we have a project that is a
cooperative venture between the Doylestown Community Performing
Arts Council and the Doylestown Art League where we will raffle
off an original Taylor Oughton acrylic painting, “July at
Addis’s” (The old Worthington Farm, Dark Hollow Road in
Buckingham, PA.). It will remain on display at the Township
Administrative Office. The cost of the raffle tickets is $5.00
and will be available at the Township Building, the Doylestown
Bookshop and the Michener Gallery. The winner of the raffle will
be picked at 1:00 p.m. Friday, March 13, 2009 and the Board of
Supervisors will present the painting at a meeting held on March
17, 2009 at 7:00 p.m.
Supervisors:
Mr. Bennett noted that the Board received a
letter from Gene Smith, YMCA inviting us to participate in
recreational activities and programming with our Parks
Department and, since he is the liaison to the Parks &
Recreation Department, he asked for a consensus from the Board
to take that request to the Parks Department.
The Board agreed.
Mr. Scarborough commented that he attended the
groundbreaking for the Rt. 202 Parkway. It is an 8.4 mile
stretch between Montgomery Township and Doylestown Township that
will connect to the bypass behind the park. It will take until
2011 before it is completed.
Ms. Eisenhardt commented that Ms. Lyons usually
announces at the beginning of the meeting that it is being taped
and recorded. She suggested placing a sign on the desk in front
of where Ms. Lyons sits that way she would not have to announce
it at every meeting.
Chief White suggested placing a sign on the front
door to the meeting room.
Ms. Eisenhardt commented that residents can take
their leaves for composting to Delaware Valley College. If a
third party removes leaves for a resident; is that third party
allowed to take the leaves to the composting site?
Mr. Scarborough replied no. We have discussed
that at EAC meetings and it would be hard to control, and it is
only for Doylestown Township residents.
Ms. Eisenhardt asked if a landscaper offers the
service of raking leaves for a Township resident; would they be
able to take those leaves to our composing site?
Solicitor Garton suggested that the EAC work on
documentation that would be sufficient to provide the
opportunity to pickup other people’s leaves.
Mr. Scarborough replied we will discuss it at the
next EAC meeting.

Ms. Lyons announced that the next meeting of the
Board of Supervisors is scheduled for Tuesday, December 16, 2008
