The regular meeting of the Doylestown Township
Board of Supervisors was held at 7:00 p.m. on Tuesday, October
16, 2007, at the Doylestown Township Municipal Building, 425
Wells Road, Doylestown, PA. Members of the Board of Supervisors
in attendance included Barbara N. Lyons, Chairperson, E. Thomas
Scarborough, Jr., Vice Chairman, Walter C. Berry and Barbara E.
Eisenhardt and Cynthia Philo. Others in attendance included
Jeffrey Garton, Township Solicitor, Lt. Dean Logan, Police
Department, Mario L. Canales, Township Engineer and Stephanie
Mason, Township Manager.
Pledge to the Flag:
The meeting opened with a pledge to
the flag.
Taping of the
Meeting: Ms. Lyons explained that
Ms. Eisenhardt will be taping the meeting.
Presentation –
Dennis W. Rickert Retirement: Ms.
Lyons, on behalf of the Board of Supervisors and Township,
honored Dennis W. Rickert for his 40 years of loyal service to
the Township as Road Master. Ms. Lyons read proclamations from
the Senate of Pennsylvania and the House of Representatives
recognizing Mr. Rickert's faithful service. Additionally, Ms.
Lyons read a Resolution from the Board of Supervisors
recognizing Mr. Rickert's continuous service to the Township and
its residents for forty years.
The staff of the Township presented Mr. Rickert
with a picture made up of pictures of Mr. Rickert and staff
during his tenure. The Township presented Mr. Rickert with a
plaque honoring him for his service to the Township.
On motion of Mr. Berry, seconded by Mr.
Scarborough, the Board of Supervisors approved Resolution 1378
recognizing Mr. Dennis W, Rickert for his forty years of service
and dedication as an employee of Doylestown Township. This
motion passed by a vote of 5 to 0.
Mr. Rickert thanked everyone in the township for
their support and said he was not one for this “folderol” but
appreciated it nevertheless.
At this point in the meeting the meeting was
adjourned for 10 minutes for pictures and refreshments.
Announcements:
"Scams
and Frauds and Other Crimes Perpetuated Against Seniors" will be
held on Tuesday, October 23, 2007 from 9:30 a.m. to 12:30 p.m.
at the Doylestown Municipal Building.
Doylestown Community Bike and Hike System
"Celebrate 15" will be held on Thursday, October 25, 2007 from
1:00 p.m. to 2:30 p.m. at the Bucks County Senior Center, Shady
Retreat Road, Doylestown.
Doylestown Township 2007 Budget Work Session
will be held on Monday, October 29, 2007 at 7:00 p.m.
The next meeting of the Board of Supervisors
will be held on Tuesday, November 20, 2007. at 7:00 p.m.
The Township Administrative Offices will be
closed on Tuesday, November 6, 2007 due to the General Election
Day and Monday, November 12, 2007 in observance of Veteran's
Day.
Public Comment:
Ms. Godown explained that this would be the last
Township meeting she would be attending because she was moving
out of the Township after 5 generations of Godowns haveing lived
in the Township. She commented that her mother was a nurse for
many years and the road crew would pick her up during snow
storms.
She also asked that the candidates for public
office would become citizens at the Township meetings rather
than politicians.
Ms. Clegg commented that recently she had car
trouble and at least a dozen residents of the Township stopped
and asked her for help. She said Doylestown Township is a great
place to live.
Mr. Joe Everett said he appreciated the work Mr.
Rickert has done for the Township. He asked for an update with
regard to the failing sewer systems that were discussed at the
August 7th meeting. Mr. Scarborough said that this
question needs to be addressed to the Sewer Committee. Mr.
Everett commented on statements made in a letter received from
Mr. Scarborough and his running mate concerning their commitment
to establish an education program for the residents concerning
septic system management and to establish better communication
with the Board of Health.
Ms. Mason responded explaining that after the
August 7th meeting she asked the Board of Health to
submit updated information concerning failing septic systems.
The information received is being shared with the Public Water
and Sewer Advisory Committee but it shows that the Bucks County
Health Department has worked with the effected residents to
remedy any defects. No resident has been served with a summons
for District Court due to lack of compliance.
Ms. Godown said the kind of nasty exchange
between residents and the Board of Supervisors is exactly why
residents are moving out of the Township and she is appalled at
some of the behavior and speech of some of the residents toward
the Board of Supervisors.
Board of Supervisors
Meeting– October 2, 2007.
On motion of Mr. Scarborough, seconded by Mr.
Berry, the Board of Supervisors approved the minutes of the
Board of Supervisors regular meeting held October 2, 2007. This
motion passed by a vote of 5 to 0.

Police
Report: No report.
Township
Engineer:
Mr. Canales explained that a request was received to remove
topsoil from CB Urology and donate 30
loads to the Township and deliver the remainder to 244 Old New
Road. A discussion was held concerning a possible calculation
error on the amount of topsoil proposed to be removed. After
discussion, on motion of Ms. Philo, seconded by Ms. Eisenhardt,
the Board of Supervisors approved the removal of topsoil from
the CB Urology site, donating 30 loads of topsoil to the
Township; and delivering the remainder to a location to be
determined subject to a permit being received by the Township
and Bucks County Conservation District. This motion passed by a
vote of 5 to 0.
Township Manager.

Supervisors: Ms.
Eisenhardt asked about the planting day scheduled for the
Estates of Doylestown. Ms. Mason said the planting day in the
Estates of Doylestown is scheduled for October 27, 2007.
Ms. Eisenhardt asked concerning the time frame allowed for
extensions for projects. After discussion, the consensus was
that a copy of the Resolution outlining the time frame for
granting extensions would be attached to each request for an
extension for the Board to review.

NEW BUSINESS:
Land Development Extensions
Touhill/Landis Tract – Preliminary Major
Subdivision (Location: 925 Sandy Ridge Road):
On motion of Mr. Scarborough, seconded by Mr. Berry, the Board
of Supervisors approved the Touhill/Landis Tract Preliminary
Major Subdivision land development plan review extension to
December 31, 2007. This motion passed by a vote of 5 to 0.
Gross Tract Final Subdivision (Location: Old
Dublin Pike):
On motion of Mr. Scarborough, seconded by Mr. Berry, the Board
of Supervisors approved the Gross Tract Final Subdivision land
development plan review extension to November 30, 2007. This
motion passed by a vote of 5 to 0.
Fillman Development Agreement:
On motion of Mr. Scarborough, seconded by Ms. Philo, the Board
of Supervisors approved the execution of the Development
Agreement between Doylestown Township and John P. Fillman and
Suzanne L. Fillman. This motion passed by a vote of 5 to 0.
Environmental Educational Trail Grant Resolution:
Ms. Mason explained that the EAC has recommended applying for a
PECO Green Region Grant. The proposed Environmental Education
Area will be used for passive recreation such as organized
programs for the Township, for school curriculums and self
directed use for the general public to use as an outdoor
enrichment activity. After discussion, on motion of Mr.
Scarborough, seconded by Ms. Philo, the Board of Supervisors
approved Resolution 1379 approving the Environmental Education
Trail Grant. This motion passed by a vote of 5 to 0.
Treasurers Report:
Ms. Eisenhardt asked for clarification of the line item listed
on page 10 entitled “Water Sewer Project Revenue” in the amount
of $76,709.02 and the expenditure under the same line item in
the amount of $76,709.02. Ms. Mason said that she would request
an explanation and would report back to the Board. On motion of
Mr. Scarborough, seconded by Mr. Berry, the Board of Supervisors
approved the October 16, 2007 Treasurer’s Report. This motion
passed by a vote of 5 to 0.
Bills List: On
motion of Mr. Scarborough, seconded by Ms. Philo, the Board of
Supervisors approved the October 16, 2007 Bills List in the
amount of $1,653,572.04. This motion passed by a vote of 5 to
0.
Reithoffer Shows – PA State Fair:
Ms. Lyons referenced the Memorandum
from John D. Bray explaining that Reithoffer Shows have recently
expressed interest in conducting their Pennsylvania State Fair
at Turk Park in the Spring of 2008. The consensus of the Board
was to obtain more information concerning this request and
consider the request at a future meeting of the Board.
