Agricultural Security Advisory Council
The Agricultural Security Advisory Council considers applications for
open space donations and conservation easements.
Meeting dates are established upon individual application
received. Members are appointed by the Board of Supervisors to a one
year term.

Bike & Hike Committee
This Township committee works in cooperation with Doylestown Borough in
constructing a pedestrian friendly walk / bikeway that will link residents
in both the Borough and the Township. The goal is to complete the 22+ mile
community walkway so that pedestrians have a safe route of travel without
needing to utilize the sides of roadways. Meetings are held the 3rd Tuesday
at 8am of each month. Members are appointed by the Board of Supervisors to
a one year term.

Arts
The Community Performing Arts Council plans
all the summer concerts / events in Central Park, Doylestown Township. The
Council solicits local companies as sponsor for these events so that all are
welcome to enjoy a free, fun-filled evening with your family in a nice
outdoor setting. Meetings are held the 4th Wednesday at 5:30pm of each
month. The Council is appointed by the Board of Supervisors to a three year
staggered term, with the exception of the chairperson who holds a one year
term.

Environmental Advisory Council / Shade Tree Commission
The EAC is an advisory council that focuses on environmental
issues that directly and indirectly affect the Township. A
majority of the EAC's monthly tasks includes the review of
current development plans and discussion of issues such as leaf
burning, tire recycling, Arbor day, and Earth day. For the past
four years, members have focused on the conservation of the Neshaminy Creek Watershed. Working with PA DCNR, their
conservation efforts have placed the Neshaminy Creek as the
second body of water on the State Conservation Registry.
The
professional expertise of council members translates into
recommendations on the environmental protection standards
defined by the plan. These comments, in accordance with
Township ordinances, are then submitted to the Planning
Commission and Township Supervisors to be addressed as part of
the overall review of the project.
At the
request of the Township Supervisors, the EAC provides letters of
comment on various environmental issues, reviews, advises on
appropriate land development ordinances being written or
revised, and joins with other Township officials for special
events and programs.
The EAC
meets the 2nd Tuesday at 7:30pm of
each month. Members are appointed by
the Board of Supervisors to a three year staggered term.

District.

Doylestown Township Municipal Authority (DTMA)
The DTMA owns and operates the three systems which supply
Doylestown Township water, per an agreement between DTMA and
Doylestown Township Board of Supervisors, for forty (40) years
starting February 16, 1993 and running through February 16,
2033.
DTMA is
an operating Authority and will follow guidelines per Township
approved water utility master plan as prepared by Huth
Engineers.
DTMA
agrees the Board of Supervisors must approve:
- Acquisition or sale of property
- Construction of utility infrastructure
- Creation of capital improvement fund in excess of
$500,000.00
- Usage rate structures, districts and means of financing.
DTMA
agrees to establish an annual budget, pay all obligations,
reimburse Township for expenses related to use of Township
facilities and staff, and to promote expansion into other
Central Bucks areas.

Oktoberfest 2007
The Oktoberfest Committee organizes and prepares for the
largest single recreational event hosted by Doylestown
Township. From its inception as a single day event in 1993,
Oktoberfest now is a three day weekend event that attracted over
30,000 visitors last year alone. Members are asked to tackle
sponsorship opportunities, activities suited for all ages, as
well as organization of over 400 additional volunteers to make
this three day event one that you just can't miss.
Meetings
are held the 2nd Thursday at 6:00pm of
each month. Members hold a one year term that is voted upon at
the first meeting following the festival.

Space & Farmland Preservation Board
The Open Space & Farmland
Preservation Board was created with the goal of protecting and
preserving the natural beauty and agricultural potential of the
Township's open spaces and farmlands.
Meetings are held quarterly (January, April, July and October)
on the 1st Monday at 7:00pm. Members are

The P&R Board advises the Board
of Supervisors on matters of recreation policy and the
development and maintenance of parks and open spaces in the

Planning Commission
The Planning Commission performs
three primary functions for the Township. Firstly, the
Commission works closely with the Board of Supervisors, planning
consultant, and Bucks County Planning Commission to consider
current development plans and the ordinances which govern these
developments. Secondly, it is responsible for preparing a
comprehensive plan for the development of the Township as set
forth in the State Planning Code. The most recent comprehensive
plan was completed in 1989. Finally, the Commission maintains
records of all its actions. These materials are kept in the
possession of the Board of Supervisors for their continued
reference and use.
Meetings
are held the 4th Monday at 7:00pm of
each month. Work sessions are held the 2nd Tuesday of each
month as needed. Members are appointed to a four year term.

Public Water and Sewer Advisory Committee
The Public Water and Sewer Advisory Committee was
created to investigate the need for public sewers in Doylestown
Township. The Committee communicates with residents and
makes recommendations to the Board of Supervisors about the need
for public sewers.

Route 202/Section 721 Customer Advisory Committee (CAC)
The aim of the CAC meetings are
to address issues and concerns, hear ideas, answer questions,
give project updates, and so forth. In case questions can not
be addressed by the project team at the meeting, follow-up will
be done and if possible, included in the meeting minutes, and
addresses at the subsequent meetings. Members will make
decisions by an informal process of consensus, calling for the
agreement of everyone present at the meeting. The views and
suggestions of the CAC regarding technical design issues of the
Route 202 project will be given serious consideration by the
project team. However, the CAC can only make final decisions
on procedural issues and not the technical details or final
design of the project.
Meetings
will be facilitated, organized and led with the assistance of
Urban Engineers, Inc. A PennDOT representative will be present
at all meetings. Meetings are scheduled as needed.
The CAC
shall maintain a membership between 10 and 20 individuals. A
new member can be added to the CAC by majority vote of members
in attendance, only if he or she represents an area not
currently part of the CAC.

Advisory Board
The Board of Supervisors, in
1994, established the Cable Television Advisory Board, presently
known as the Telecommunications Advisory Board (TAB), to make
recommendations on cable television issues. The TAB reviews
with the Cable Company residents' service complaints, recommend
Cable Ordinance, Franchises and Franchise Renewals, are a member
of the Central Bucks Cable Television Consortium and meet with
other Municipalities with similar concerns.

Zoning Hearing Board
The Zoning Hearing Board is a
quasi-judicial body appointed by the Board of Supervisors. The
Board has the following powers:
a. To hear and decide appeals from a decision or
determination of any administrative official in connection with
the
Zoning Ordinance and amendments
thereto. Such appeals must be made within 30 days after the
date of the decision.
b. To grant Special Exceptions, where the Special Exception
is authorized by a provision of the Zoning Ordinance which
applies to the Zoning District within the property, which is the
subject of the application, lies. Such Special Exception will
only be grated when the proposed use of the property use of the
property and /or the physical characteristics of the property
conform to the standards and criteria set forth by the Zoning
Ordinance as prerequisites for the granting of the Special
Exception. A Special Exception will not be granted where the
public interest will be injured. The burden of proving that the
grant of Special Exception would be contrary to the public
interest shall be upon those opposing the grant of such a
Special Exception.
c. To grant Variances from the terms of the Zoning
Ordinance. The Board may only grant a Variance where, owing to
special conditions prevailing on the subject property, a literal
enforcement of the Zoning Ordinance will result in an
unnecessary hardship, meaning that the property owner will be
prevented from making reasonable use of the property. The
burden of proving the existence of an unnecessary hardship and
proving that the proposal will not harm neighboring properties
or the public good rests upon the applicant. The circumstances
which give rise to such hardship must be unique to the subject
property. The possibility that the applicant will gain a
greater financial return if a Variance is granted does not in
itself constitute a sufficient reason for the granting of a
Variance.
No
decision by the Zoning Hearing Board relieves any applicant from
the responsibility of obtaining any required permits in the
manner prescribed by Township Ordinance or State Law.
