About the Board

The Board of Supervisors consists of elected officials serving six year terms. Agendas for the meetings are available the Friday prior to the meeting date. The Board performs primarily legislative functions. These include setting policy, enacting ordinances and resolutions, adopting budgets and levying taxes. The Board also appoints and supervises the Township Manager, who handles the day-to-day administration of Doylestown.

The Board of Supervisors meets on the first and third Tuesdays of every month at 7pm.  All meetings are conducted at the Township Building, 425 Wells Road, Doylestown, PA.

Biographies

Barbara N. Lyons (December 31, 2009)

Barbara Lyons, Esq. was appointed to the Board of Supervisors on June 18, 2002, to carry out the remainder of the term previously occupied by John T. Carson (deceased).  Prior to her appointment, Ms. Lyons served for several years as Chairman of the Township’s Park and Recreation Board. She is currently serving as Doylestown Township's Chairman of the Board of Supervisors and as she is also past Chairman of the Township's Oktoberfest Committee and currently chairman of the Township Golf Outing.

Ms. Lyons earned her B.A. from the University of Pittsburgh, and holds a Juris Doctor from Temple Law School.  A former trial attorney, she now practices law as a civil mediator and neutral arbitrator. In addition to her township activities, Ms. Lyons serves the community on various boards including Central Bucks Cares and as a counselor to women and families in transition. She and her husband, Rick Lyons, have three children.

A resident of Doylestown for 25 years, Ms. Lyons looks forward to her role as Township Supervisor.
 

E. Thomas Scarborough, Jr.  (December 31, 2013)

Thomas Scarborough has been a life-long resident of the Doylestown area. Prior to his election to the Board of Supervisors in January 1996, he served for several years as Chairman of the Township’s Cable TV Advisory Council. He also served as a Doylestown Borough Councilman before moving into the Township as wells as on the Bucks County Community Development Block Grant Advisory Board, The Bucks County Social Services Sub-Committee, and he is currently serving as President of the Bucks County Association of Township Officials during the 2006-2007 period.

Mr. Scarborough has been involved in numerous community activities throughout the years such as The Bucks County Chapter March of Dimes (Past Chairman), The Fanny Chapman Pool Board (Past Vice Chairman), The Doylestown Athletic Association (Founding Member),  The Central Bucks Family YMCA (Past Director), and he was selected as an "Outstanding Young Men in America" in 1973. Mr. Scarborough presently serves as the Vice Chairman of the Board of Supervisors

Mr. Scarborough attended Delaware Valley College and served in the United States Air Force.

He and his wife, Carol, have two children, Thomas II and Allison.
 

 

Barbara Eisenhardt, RN  (December 31, 2011)

Barbara Eisenhardt, RN was elected to the Doylestown Township Board of Supervisors in 1999. Prior to becoming a supervisor, she served on the Sewer Study Committee. 

Mrs. Eisenhardt holds an Associate's Degree in Nursing from Bucks County Community College and was an Emergency Room nurse at Doylestown Hospital for 15 years. 

She has lived in Doylestown Township since 1980 and has been a resident of Bucks County for more than 40 years.   She lives in her Doylestown Township home with her husband Dr. Bruce Eisenhardt, stepson Nathan, and granddaughter Emily.  She has 3 married daughters and 9 grandchildren.

Mrs. Eisenhardt looks forward to her second term as supervisor and plans to focus on the Township's sewer issues, preservation of Township open space, and quality road restoration.
 

Cynthia M. Philo  (December 31, 2011)

Cynthia M. Philo, Esq. was elected to the Board of Supervisors in November 2005.  She also currently holds the position of Executive Director of the Old City District (OCD) in Philadelphia.  The Historic TM 22-square block OCD is in the cultural heart of the City with over 250 restaurants, boutique retailers, art/design galleries and museums. 

Since 1998 Ms. Philo has been leading the OCD’s clean and safe programming, streetscape improvement efforts and the coordination of community and governmental initiatives, including the Old City Task Force and its hospitality/quality of life directives.  With close to 4,000 residents within its boundaries, the OCD looks to balance the vibrancy of commercial interests with residential needs. 

Ms. Philo serves on many boards both locally and nationally.  She is Vice-Chair of the Pennsylvania Downtown Center, which serves the Commonwealth’s Main and Elm Street Communities.  She also serves on the Executive Board of the Citizens Crime Commission of the Delaware Valley.  Most recently she was elected to the board of the International Downtown Association in Washington, D.C. 

Ms. Philo grew up in Churchville, graduating from the Council Rock School System.  She holds an undergraduate degree in Political Science from Millersville University of Pennsylvania and a law degree from Thomas M. Cooley Law School in Lansing, Michigan.  A licensed attorney in both Pennsylvania and New Jersey, Ms. Philo serves as an arbitrator for the Philadelphia Court of Common Pleas and was appointed in 2005 by Philadelphia City Council as a Hearing Examiner for take-out beer licensing/permitting. 

Ms. Philo lives in beautiful Doylestown Township with her partner, David M. Rapoport, Esq. and their two Border Collies, Bandit and Shep.

Jeffrey A. Bennett (December 31, 2013)

Jeffrey Bennett was elected to the Board of Supervisors in November, 2007.  Prior to that time, he served as a member of the Township’s Board of Auditors and as a member of the Oktoberfest Committee.

Mr. Bennett is a partner with the Doylestown law firm of Bennett & Doherty and is also the owner of a title insurance company.  In addition, Mr. Bennett has served as an adjunct professor at Delaware Valley College since 2003 and as a member of the Board of Directors of the Bucks County Water & Sewer Authority since 2006.

 He is involved in several community activities including Special Olympics and is on the steering committee of the Bucks County Autism Support Coalition. He is also a member of the Board of Directors of the Youth Leadership Institute, a non-profit organization formed to train future community leaders. 

Mr. Bennett received his Bachelor of Arts degree from Lafayette College and his Juris Doctor from Seton Hall University School of Law. He and his wife Sharon have three children, Jessica, Jared and Evan.
